War and Piece pointed me to an editorial by Richard Clarke in the Times on 9/11 Commission’s recommendations. Pretty interesting read.

His comment about the hiring processes of the CIA and FBI are especially interesting and, I’d imagine, controversial. Promoting from within has important benefits for morale and retainment. I don’t know how well those agencies would take if managers came from the outside. Then again, that seems to work fine in the business world…
