So Rumsfeld took responsibility for the abuse of prisoners, why does that seems so hollow?

Is he going to face court marshall? No. Is the President asking him to resign? No. Are there any consquences at all? Doesn’t seem like it. Sure is easy to take responsibility for something when there aren’t any consequenses. And it isn’t like he is doing such a fine job that he should keep the job inspite of this incident either. This concession just rings hollow and it is going to be privates and sargents that pay for what Rumsfeld takes responsibility for, instead of the whole chain of command - both of them - that seems to have had their hooks in this.
